In August, meetings were held by the Coordination Centers for Civilian Support under the Kramatorsk, Volnovakha, and Pokrovsk District State Administrations and the military administrations of 31 communities in Donetsk Oblast.
Representatives from the Department of Social Protection, the Office of Veterans’ Policy, and other departments of the regional state administration participated in the meetings.
At the meeting of the Coordination Center for Civilian Support under the Kramatorsk District State Administration, participants discussed the harvest of early grain crops for the 2026 harvest, as well as a review of the 2025/2026 school year and the results of the National Multidisciplinary Test (NMT). Participants discussed current challenges and future strategic directions for the development of education in the territorial communities of the Kramatorsk District.
During the meeting of the Coordination Center for Civilian Support under the Volnovakha District State Administration, participants discussed the provision of legal aid, housing certificates and vouchers, a one-time cash payment ahead of Ukraine’s Independence Day, as well as issues related to supporting the population affected by the armed conflict.
During the meeting of the Coordination Center for Civilian Support under the Pokrovsk District State Administration, participants discussed the activities of the NGO “MARTIN Club,” specifically the organization’s main areas of work, achievements, and current priorities. Special attention was given to the issue of mentoring as an important form of support, socialization, and guidance for children.
In local communities, during meetings of the Coordination Centers for Civilian Support, a number of pressing issues were raised, including:
- the implementation of programs to support and integrate IDPs and community residents who have relocated to safer regions of Ukraine; the status of material assistance provided to certain categories of citizens;
- analysis of citizens’ appeals and the needs of IDPs, as well as the provision of material and humanitarian aid to the population;
- organization of work within the framework of memoranda of cooperation between communities;
- collaboration with international and charitable organizations, foundations, and partners to provide comprehensive assistance to IDPs;
- the activities of humanitarian centers/IDP support hubs and resilience centers;
- addressing issues related to damaged and destroyed property within community territories;
- implementing a pilot project to provide housing for displaced persons in rural areas;
- social protection and support for the Defenders of Ukraine, their family members, and the family members of fallen (deceased) Defenders of Ukraine;psychosocial support and mental health promotion as part of the All-Ukrainian Mental Health Program “How Are You?”;
- the conclusion of the 2025–2026 school year in educational institutions;
- the organization of the educational process during the 2026–2027 school year as part of the reform;
- national-patriotic education for children, as well as events and projects aimed at fostering Ukrainian national and civic identity;
- information campaigns to combat gender-based violence and domestic violence;
- the progress of the children’s health and recreation campaign in 2026;
- the organization of medical services for the population and the implementation of the “Health Screening 40+” program;
- the provision of administrative and social services, and the integration of a mediation approach into the social services system;
- changes in the conditions for the payment of pensions, insurance benefits, and state social guarantees;
- efforts to facilitate employment for internally displaced persons (IDPs) and the state of the labor market;
- the activities of child welfare services under martial law;
- community cooperation within the framework of the national project “Side by Side: United Communities”;
- implementation of youth policy in communities and the activities of Youth Councils.
Special attention was given to the evacuation of the population—in particular, families with children, residents with limited mobility, and people with disabilities—to safe regions of Ukraine, as well as to ensuring appropriate conditions for their subsequent resettlement and social adaptation.
Based on the results of the meetings, priority areas of work were identified in the fields of social protection, humanitarian support, and psychosocial assistance to the population under martial law, and corresponding instructions were issued based on the issues discussed.
