Under the chairmanship of the Vice Prime Minister for the Reconstruction of Ukraine – Minister of Community and Territorial Development of Ukraine Oleksii Kuleba, the first meeting of the headquarters for preparing housing and communal services and the fuel and energy complex for the autumn-winter period of 2025/266 took place, ensuring its sustainable passage during martial law.
The state of preparation of Donetsk region for the heating season was reported by the first deputy head of the Donetsk regional state administration Yurii Vynokurov.
“Currently, in the communities where the security situation allows, the preparation of heating and water supply networks, housing stock, social infrastructure facilities, boiler houses, and pumping stations is ongoing. Work is also underway to create the necessary coal reserves. Currently, the level of readiness of the facilities is 29%, which almost corresponds to the recommendations of the Ministry of Development. At the same time, the occupiers are constantly striking civilian and critical infrastructure, complicating the conduct of recovery and preparatory work,” noted the first deputy head of the region.
Yurii Vynokurov also emphasized that currently, due to enemy shelling, more than 150 settlements remain without electricity supply. In the autumn-winter period, up to 50 brigades of JSC "DTEK Donetsk Electric Networks" and 36 units of equipment may be involved in recovery work and electrical networks. According to him, at the same time, 66 settlements in the region remain without gas supply. About 100 specialists from JSC "Donetskoblgas" and 26 units of equipment are planned to be involved in repair, recovery, and planned work on gas networks.
