Preparing the region’s housing and utilities facilities and social services for the fall-winter period of 2026–2027 under martial law

By Order No. 294/5-26 of 7 May 2026 of the Head of the Regional State Administration and the Head of the Regional Military Administration ‘On measures to prepare housing and communal services facilities in the Donetsk region for operation during the autumn-winter period of 2026–2027’, organisational and technical measures have been approved to prepare the region’s housing and communal services facilities for operation during the forthcoming heating season.

Due to the Russian Federation’s military aggression against Ukraine, active hostilities are continuing within the region; part of the region’s territory is under temporary occupation or siege (blockade), whilst the remainder is under shelling or under threat of shelling, which significantly complicates the implementation of the measures set out in the order.

In accordance with the recommendations of the Ministry of Community and Territorial Development of Ukraine, the level of readiness of housing and communal services and social sector facilities as at 1 July 2026 should be 40 per cent.

According to the latest information from district state administrations and district military administrations, in the settlements of the region located in territory under Ukrainian control, and where this is possible under martial law, as of 1 July 2026, the readiness level of facilities in the region stands at 43 per cent, or 762 facilities out of the planned 1,759. , namely:

within the housing stock, 669 residential buildings have been fully prepared, representing 44 per cent of the planned 1,516;

the readiness of social sector facilities stands at 49 per cent (39 out of 79), including 29.5 per cent of healthcare facilities (13 out of 44);

in the heating sector:

readiness of boiler houses – 39 per cent (27 out of the planned 70);

preparation of heating networks – 25 per cent (53.8 km out of 216.4 km);

replacement of heating networks – 31 per cent (0.742 km out of the planned 2.416 km);

in the water supply and sewerage sector:

repair or replacement of water supply networks – 41% (3.06 km out of a planned 7.46 km);

repair or replacement of sewerage networks – 48% (0.42 km out of a planned 0.87 km);

readiness of water supply pumping stations – 27% (10 out of 37);

readiness of sewerage pumping stations – 46% (17 out of 37);

in the road and bridge sector:

major and routine repairs to urban roads – 14% (11,000 m² out of the planned 76,080 m²);

preparation of specialised equipment – 2% (1 unit out of the planned 43 units).

Over 25.8 million UAH has been spent on the specified scope of work, specifically:

on heating infrastructure – 0.9 million UAH,

on water supply and drainage infrastructure – 4.4 million UAH,

on the housing stock and social infrastructure – 2.8 million UAH,

on road maintenance – 17.7.

Work is continuing to prepare the region’s housing, utilities and social sector facilities for the autumn–winter period of 2026–2027 under martial law, taking security considerations into account.
