On October 22, 2026, the forum “Preserving and Restoring Human Capital in Times of War,” organized by the nongovernmental organization “Tochka Vostoka,” took place in Kyiv. More than 60 representatives from the Donetsk region participated in the event.

During the hybrid event, five panel discussions were held, covering topics such as the evacuation and subsequent resettlement of people, housing provision, compensation for damage caused by Russian aggression, maintaining communication between occupied communities and their residents, support for youth from the temporarily occupied territories, as well as the rehabilitation of military personnel and their return to everyday life after being released from captivity.

Representatives of the regional state administration, district state administrations, and military administrations of settlements in Donetsk Oblast participated in the panel discussions and addressed pressing issues regarding the effectiveness of existing mechanisms for state and international aid, as well as potential solutions where current tools are ineffective or require changes.

The organizers also presented the “Cost of Occupation” project, which examines five key sectors in the Donetsk region to determine exactly what Ukraine has lost, the significance of the industrial east for its economy, what is happening to enterprises in the occupied territories, and the prospects for the sectors’ recovery after the war.
