On July 3, a presentation of the findings of the analytical study “Practices for Engaging Residents in the Development and Implementation of Local Policy: Remote and Hybrid Forms of Participation in a War Setting” took place in Kyiv. The event was organized by the All-Ukrainian civil society organization “Association for the Promotion of Community Self-Organization.”

During the hybrid event, the study’s key findings were presented, along with practical recommendations for improving legislative and regulatory frameworks, and a model for developing and scaling up mechanisms for civic participation at the local level was proposed.

The study analyzed civic participation practices in 103 territorial communities in Ukraine, including frontline communities, de-occupied communities, and communities operating in conditions of displacement. Significant attention was paid to the challenges of ensuring residents’ participation in local self-governance processes during wartime, as well as to finding effective solutions to support local democracy and community recovery.

Representatives of the Donetsk Regional State Administration’s structural units and the military administrations of settlements in the Donetsk region participated in the panel discussions and addressed pressing issues regarding the development of effective mechanisms for interaction between authorities and communities during wartime and post-war recovery.
