The deputy head of the Donetsk Regional State Administration and the heads of relevant structural units of the Regional State Administration took part in an online meeting chaired by Viktor Mykyta, deputy head of the Office of the President of Ukraine, and attended by Matviy Bidny, Minister of Youth and Sports of Ukraine. The purpose of the meeting was to discuss the provisions of the draft Law of Ukraine "On Sport."

During his speech, Ihor Boiko reported on the state of the network of physical culture and sports facilities in the region and outlined the key areas for their further transformation in accordance with the provisions of the draft law.

As of the end of 2025, there are 37 children's and youth sports schools registered in the Donetsk region. The development of mass sports is ensured by the Donetsk Regional Center for Physical Health of the Population "Sport for All" and 20 local centers "Sport for All" created in territorial communities.

High-level athletes are trained at the Donetsk Regional Specialized Professional College of Sports and the Regional School of Higher Sports Excellence.

The draft Law of Ukraine "On Sports" provides for the introduction of a European model of development of the industry, based on communities and the principle of mass participation. Sports clubs, regardless of their form of ownership, are to become the basic element of the new system. The draft law defines clear principles for organizing their activities, financing mechanisms, approaches to paying coaches, and requirements for their professional qualifications.

In addition, the document provides for expanding the autonomy of sports federations, introducing principles of self-regulation, digitizing the sports sector, strengthening the role of sports science, and updating the system for training specialists.

During the discussion, participants voiced proposals for the draft law, in particular regarding the phased and regulated transformation of youth sports schools, public health centers, and higher sports schools; state control over the network of sports organizations; ensuring adequate medical support for athletes of all levels of training; the introduction and full functioning of the "Digital Sport" system as a single tool for recording athletes, coaches, and sports results.

All proposals developed by the regions have been summarized and submitted to the Ministry of Youth and Sports of Ukraine for further consideration. Their inclusion in the preparation of the new Law of Ukraine "On Sports" is intended to contribute to the creation of a modern, effective, and transparent system of management in the field of physical culture and sports.
