Employers often ask: When should Form No. 3-PN be submitted to the Employment Service if there is already a need to hire a new employee, but the budget or job description is still awaiting approval?

The key rule is simple: don't confuse the intention to hire with an officially open vacancy.

The obligation to submit Form No. 3-PN arises only when the employer is actually ready to conclude an employment contract. For example:

  • A new position has been created;

  • The previous employee has left and the position has become vacant;

  • A specific start date has been determined for the new employee.

Submission deadline:

The form must be submitted no later than three working days after the vacancy officially opens.

What if the vacancy is still undergoing internal approval?

If you are not yet able to hire someone because the final terms, budget, or approvals are still pending, there is no need to submit Form No. 3-PN. First, complete all internal approval procedures to avoid unnecessary paperwork.
