Starting from July 1, 2025, the Pension Fund of Ukraine has been assigned the responsibilities of appointing and paying state social assistance for care (Cabinet of Ministers Resolution No. 695 dated June 11, 2025).
State social assistance for care is granted and paid to:
✅ Citizens of Ukraine who permanently reside in Ukraine;
✅ Foreigners and stateless persons who have moved from other countries for permanent residence in Ukraine;
✅ Persons recognized as refugees or individuals in need of complementary protection;
✅ Citizens of the Republic of Poland residing in Ukraine under the conditions provided by the Law of Ukraine “On Establishing Additional Legal and Social Guarantees for Citizens of the Republic of Poland Residing in Ukraine.”
The types of state social assistance for care include:
🔹 Assistance for care to single low-income individuals who, according to the conclusion of the Medical Advisory Commission (MAC) of a healthcare institution, require constant outside care (excluding persons with Group I disability);
🔹 Assistance for care to low-income persons with Group I disability, Subgroup B;
🔹 Assistance for care to low-income persons with Group I disability, Subgroup A;
🔹 Assistance for care to single individuals aged 80 and older who, according to the MAC, require constant outside care;
*excluding persons with disabilities resulting from war.

Required Documents:
🔸 Application in the prescribed form;
🔸 Identity document; Taxpayer Identification Number (RNOKPP);
🔸 Declaration of income in the prescribed form;
🔸 Copy of court decision declaring the person legally incapable (if applicable);
🔸 Copy of decision on the appointment of a guardian (if a guardian has been appointed);
🔸 MAC conclusion (for persons requiring constant outside care);
🔸 Documents confirming participation in combat during World War II.
Methods of Submitting Documents:
✔ At the service center of the Pension Fund of Ukraine;
✔ Through authorized representatives of the local self-government body or Administrative Service Centers (CNAP);
✔ Electronically — via the PFU e-services web portal, PFU mobile app, or Diia portal;
✔ Via postal service.
The application for assistance is reviewed no later than 10 days after receipt with all required documents and/or information.
State social assistance for care is assigned from the date of application and for the period of the assigned pension.
It is paid monthly in cash for the current month through the organization responsible for the payment and delivery of pensions and financial aid, or by transferring the funds to the recipient’s current account in an authorized bank.
Overpaid amounts of state social assistance for care must be returned:
— Voluntarily by the recipient;
— With the recipient’s consent, in full, from subsequent payments.
Assistance is not granted if:
— Not all required documents have been submitted;
— The person with a disability is already receiving reimbursement for care expenses under the Law of Ukraine “On Mandatory State Social Insurance” or other individuals are receiving compensation for providing care;
— The person is employed (except persons with Group I disability) or is fully supported by the state.
