Work has begun in Donetsk Oblast to assess risks and hazards to public health in the region

On January 9, the State Institution “Donetsk Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine” (SI “DONETSK RCCDP MOH”) held its first online meeting was held at the State Institution “Donetsk Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine” (SI “DONETSK RCCDPMOH”), at which issues of strategic assessment of priority risks and threats to public health in the Donetsk region were discussed. Activities related to the strategic assessment of risks to public health for the purpose of planning and prioritizing health care preparedness for emergencies and disaster risk management were initiated in accordance with Order No. 1373 of the Ministry of Health of Ukraine dated 01.09.2025 No. 1373 “On Approval of the Procedure for Assessing Risks to Health and Sanitary and Epidemic Well-being of the Population and Conducting Appropriate Preventive, Examination, Consultative, and Other Measures Based on the Results of Such Assessment” with the support of the World Health Organization. The Ministry of Health of Ukraine (MOH) has identified the implementation of strategic risk assessment as a priority area for evidence-based planning and initiating the updating and development of national and subnational preparedness and response plans for all complex and threat-specific situations.

Strategic risk assessment (SRA) is used to guide risk-informed regional development programs that will stimulate actions aimed at prevention, preparedness, and reduction of the level of risk associated with a specific threat and its health consequences. Actions resulting from strategic risk assessment may include prioritizing the use of limited resources and developing emergency response plans.

Based on an analysis of the sanitary and epidemiological situation in Donetsk Oblast for regional strategic risk assessment, specialists from the State Institution “DONETSK Oblast Center for Public Health of the Ministry of Health” identified a list of priority risks to public health. To ensure the complete collection of evidence/data on the identified risks for the purpose of their comprehensive and qualitative assessment, external experts – representatives of regional state administration departments, offices, and institutions in Donetsk Oblast – were invited to join the expert working group. The first working meeting was attended by representatives of the regional administration's health department, medical institutions in the region, and the Main Directorate of the State Food and Consumer Service in Donetsk region.
