The head of Donetsk region joined the second meeting of the headquarters for the preparation of housing and utilities facilities and the fuel and energy complex for the 2025/26 autumn-winter period and ensuring its stable passage under martial law. The meeting was chaired by Oleksii Kuleba, Vice Prime Minister for Ukraine’s Recovery and Minister for Communities and Territories Development of Ukraine.
The participants discussed the preparation of energy facilities, water utilities, and boiler houses for the winter, resource accumulation, and the resolution of urgent issues.
It was especially important that Deputy Minister Kostiantyn Kovalchuk and Acting Director of the Department for Life Support Systems of the Ministry for Communities and Territories Development Vitalii Surai visited Donetsk region. They had the opportunity to see firsthand the condition of critical infrastructure facilities that are under targeted enemy attacks, communicate with their managers, representatives of the relevant structural units of the Donetsk Regional State Administration, and heads of local military administrations.
“It is extremely important that the government is paying attention to the preparation of frontline territories — including Donetsk region — for winter. Despite constant enemy attacks on the energy system and critical infrastructure, the authorities, together with utility workers and international partners, are doing everything possible to ensure that people have access to water, electricity, gas, and heating.
Thanks to coordinated efforts, we are able to maintain the provision of critically important public services at an appropriate level. At the same time, many enterprises in the region require state support, as the occupiers are destroying high-value equipment. I am very pleased that we have the government’s full understanding of our needs.
This winter will be tough, but together we can overcome all challenges!” emphasized Vadym Filashkin.
