On May 27, the Verkhovna Rada of Ukraine adopted the Law of Ukraine “On Public Procurement”, which provides for a comprehensive update of the public procurement system taking into account European standards and requirements for integration into the European Union (Registration No. 11520). This is stated on the official website of the Verkhovna Rada of Ukraine.
The adopted Law is one of the key European integration acts and an important component of the negotiation process for Ukraine’s membership in the European Union. Its provisions are aimed at implementing European standards in the field of public procurement, further approximation of national legislation to European Union law and harmonization of Ukrainian legislation with EU law.
The Law should become an effective tool for saving budget resources, strengthening the trust of international partners and increasing the efficiency of the use of public funds. The document will also contribute to strengthening Ukraine’s positions in negotiations on accession to the European Union.
Its provisions are primarily aimed at forming a modern, transparent, competitive and effective public procurement system that meets the needs of the state in the conditions of martial law, post-war reconstruction of Ukraine, as well as the international obligations of our state.
The Law is not only a technical revision of procedures, but a strategic step towards economic transparency, accountability and further integration of Ukraine into the European space.
The Law is of particular importance for the process of rebuilding Ukraine after the consequences of the full-scale armed aggression of the Russian Federation, since it is through the mechanisms of public procurement that a significant amount of state and international funds will pass. Therefore, it is fundamentally important that these funds are used transparently, competitively and effectively.
The adopted Law is a systemic basic act that establishes modern legal principles for the functioning of the public procurement sector and, at the same time, is a component of the further process of harmonizing Ukrainian legislation with European Union law.
