Paperless Veterans' Services—a comprehensive service for veterans and their families on the Diya portal

“To Defenders and Their Families” is a convenient digital service that allows military personnel, veterans, and family members of deceased (deceased) Defenders to submit a single application instead of several separate requests 

🔹Through this service, you can:

▪ Obtain the status of a person with a war-related disability (provided that the decision establishing the disability was issued after June 1, 2024) or the status of a family member of a fallen (deceased) Defender of Ukraine.

▪ Apply for a one-time cash benefit (OCB) from the Ministry of Veterans Affairs.

▪ Apply for social services for people in difficult life circumstances.

🔹Key benefits:

▪ One application instead of several separate requests. Within a single service, you can process the statuses listed above and submit an application for a temporary residence permit. Previously, to receive related services, you had to submit several separate applications (for example, first wait for a decision on your refugee status, and only then apply for a temporary residence permit). Now, you can select and complete all of this at the same time.

▪ Digital access to services and payments. Thanks to this comprehensive service, applicants do not need to go through multiple stages of document submission. You can submit an application and receive the result online through the Diya portal without having to visit various agencies in person.

🔹Who can use this service:

▪ Military personnel and veterans with war-related disabilities;

▪ Family members of fallen (deceased) Defenders of Ukraine. You can submit an application on your own behalf or on behalf of the child of a fallen (deceased) Defender of Ukraine.

🔹How to use:

▪ On the Diya portal, select the “For Defenders and Their Families” service, click “Submit an Application,” and log in to your account.

▪ Select a category: military service member (or a person discharged from military service) or a family member of a fallen Defender of Ukraine (FMF).

▪ Select the services you wish to receive.

▪ Fill out the application and verify the data retrieved from government registries. If necessary, add or confirm additional information.

▪ Sign the completed application with an electronic signature or a “Dія.Signature.”

The decision regarding the outcome will be sent to your email and displayed on the Diya portal under “Services” — “Requested Services.”

Applications are processed within 5–30 calendar days, depending on the services selected. If additional information is required, processing times may be longer.

Most data is automatically retrieved from government registries. However, in some cases, the applicant may be asked to provide additional documents (regarding decisions by the Medical and Social Expert Commission or the Expert Commission on the Causes of Death, the cause of death, etc.).

If a person eligible for the service is under 18 years of age, the application must be submitted by a parent or legal guardian who is a citizen of Ukraine.

These services are provided by the Ministry of Digital Transformation of Ukraine in collaboration with the Ministry of Veterans Affairs of Ukraine, the Ministry of Social Policy, Family, and Unity of Ukraine, and the Ministry of Defense of Ukraine, with the support of the “Diya Support Project,” which is implemented by the United Nations Development Program (UNDP) in Ukraine with funding from Sweden.
