On July 16, 2026, representatives of the Department of Family, Youth, and National Patriotic Education Events of the Donetsk Regional State Administration, together with representatives of structural units of territorial communities responsible for implementing state policy on gender equality, the protection of women's rights, the prevention and response to conflict-related sexual violence, and support for survivors, participated in the online presentation of the "Navigator 1325" guide and other tools for localizing the National Action Plan for the Implementation of United Nations Security Council Resolution 1325, "Women, Peace and Security."
The event aimed to introduce representatives of government authorities, local self-government bodies, civil society organizations, and other stakeholders to practical resources and tools that support the effective localization of the National Action Plan on Women, Peace and Security at the regional and local levels.
Opening the event, Natalia Karbovska, Director of Strategic Development at the Ukrainian Women's Fund, emphasized the importance of implementing the Women, Peace and Security agenda during the full-scale war and Ukraine's recovery.
During the first session, participants were introduced to the "Navigator 1325" guide, which features successful practices in implementing the National Action Plan and provides recommendations for applying the principles of UN Security Council Resolution 1325 at the national, regional, and local levels. The publication was presented by Kateryna Levchenko, Government Commissioner for Gender Policy, Serhii Hubin, the author of the guide, and Olena Hubina, the editor.
Special attention was given to the best practices highlighted in the guide and their practical application. Representatives of government institutions, international organizations, and civil society organizations shared their experience in promoting gender equality, protecting women's rights, preventing conflict-related sexual violence, and supporting survivors.
During the final session, the Ukrainian Women's Fund presented additional localization tools for the National Action Plan 1325, including the methodological guide "Tools for Localizing the National Action Plan 1325" and a dedicated website designed to assist government authorities and local communities in developing, implementing, and monitoring relevant action plans.
Participation in the event promoted the exchange of experience between government institutions and civil society while strengthening regional capacity to implement state policy on equal rights and opportunities for women and men and to advance the Women, Peace and Security agenda.
The event was organized by the Ukrainian Women's Fund in partnership with the Office of the Government Commissioner for Gender Policy, with the support of the governments of the United Kingdom, the Kingdom of the Netherlands, and Canada.
