Starting from July 5, 2025, Ukraine will resume the mandatory submission of state statistical and financial reports. The relevant amendments were made to paragraph 1 of the Law of Ukraine "On Protection of the Interests of Subjects of Submission of Reports and Other Documents during Martial Law or a State of War".
The decision to resume mandatory reporting was a response to the needs of the state, business and international partners for reliable and regular statistical data. Ukraine has been living in a full-scale war for more than three years, but the economy continues to operate, and accurate data is essential for effective management decision-making.
Complete and reliable statistics are the basis
- for making informed government decisions in the areas of economy, social policy, and reconstruction;
- for business, academics, and international partners who need quality data to analyze the situation
- to fulfill Ukraine's international obligations.
Main changes:
- Mandatory reporting by all enterprises, institutions, and organizations subject to state statistical observation has been restored.
- A transitional period has been introduced: until October 5, 2025, respondents can submit reports for the period 2022-2025 without penalty if they have not done so before.
- Opportunities for population and business surveys have been expanded, allowing for the collection of data on living conditions, income, employment, agriculture, etc.
Organizations can check their involvement in reporting using the convenient service of the State Statistics Service of Ukraine using the EDRPOU code or by contacting the relevant territorial department of the state statistics authorities.
For reference. During the martial law period, reporting was not suspended, but it was carried out on a voluntary basis. In the third quarter of 2024, the reporting rate was 72.3%. At the same time, the figures varied by region: in areas far from the front line, the reporting rate exceeded 90%. This demonstrates the high level of business responsibility.
