The government continues to support families with children by providing a one-time in-kind benefit, the “baby package,” upon the birth of a child.
The “Baby Package” is a non-repayable, targeted social benefit provided to a woman starting at the 36th week of pregnancy (at her request), to one of the parents of the newborn, or to guardians (if guardianship over the child has been established).
The “Baby Package” is provided for every child who has been born or is expected to be born.
Starting at the 36th week of pregnancy, a woman may, at her discretion, submit an application and the necessary documents to receive the “Baby Package” to the local social protection office at her place of residence or at the place of residence of an internally displaced person.
The one-time in-kind benefit, the “baby package,” is provided to the recipient in kind at a healthcare facility (maternity hospital or maternity ward, perinatal center, or neonatal center) by an employee authorized by the facility’s administration on the day after the child’s birth.
The “baby package” may be issued to the recipient by the local social protection agency in the following cases:
- Applications submitted by a woman starting at the 36th week of pregnancy—within 10 calendar days from the date of application;
- Applications submitted by one of the parents—within 10 calendar days from the date of application;
- applications from guardians (if guardianship over the child has been established)—within 10 calendar days from the date of application, provided that the “baby package” has not been received by other recipients;
- if the “baby package” is not available at the healthcare facility—within 30 calendar days from the child’s date of birth;
- if the child is born outside Ukraine—no later than three months from the child’s date of birth;
- if the child is born outside a healthcare facility—no later than three months from the child’s date of birth;
- birth of a child in the temporarily occupied territories of Donetsk and Luhansk Oblasts or the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol (provided that the recipient’s place of residence (stay) is declared/registered within Ukraine, or a certificate of registration as an internally displaced person is available)—no later than three months from the child’s date of birth.
The local social protection agency issues the “baby package” based on an application submitted by the recipient in paper or electronic form.
The recipient must attach copies (photocopies) of the following documents to the application for the “baby package”:
- the child’s birth certificate;
- a document confirming that the child was born outside a healthcare facility, issued by the healthcare facility that examined the mother and child, or by a medical advisory commission if the healthcare facility did not examine the mother and child in accordance with the law.
An application for the “baby package” can also be submitted through an administrative services center or electronically via the Diya Portal as part of the comprehensive electronic public service “eMalyatko” (subject to technical availability).
The “baby package” can be received as in-kind assistance, or you may exercise your right to receive monetary compensation for its value in the amount of 8,451 UAH if you decline the “baby package” at the healthcare facility.
