Changes in the Procedure for Providing Assistance to Internally Displaced Persons (IDPs)

Amendments to the procedure for providing living assistance to internally displaced persons (IDPs), предусмотрені by Resolution of the Cabinet of Ministers of Ukraine No. 390 dated March 18, 2026, have come into force.

What has changed?

💡 Living assistance for IDP children will now be granted regardless of the parents’ average monthly income.

🟢 Children under 6 years old are eligible for payments without additional conditions.

🟡 Children aged 6 to 18 are eligible if:

the child’s actual place of residence is in areas of active hostilities or potential hostilities (according to the official list)

or

the child lives in a safe area and is enrolled in an educational institution (school, college, or university) at their current place of residence. The form of education may be full-time (in-person), дистанційне (online), or blended.

☝🏻 Important! To receive payments starting from February 1, 2026, an application must be submitted by May 1, 2026. If submitted after May 1, assistance will be granted from the month of application.

Applications can be submitted by one of the parents or a legal representative. Payments are assigned for 6 months with the possibility of extension.

💡 Changes in income threshold

Since January 1, 2026, the average monthly household income threshold for eligibility has changed. It is now UAH 10,380 per family member.

💡 Updated definition of a household (family members):

🔘 spouses and their children (biological, adopted, under guardianship, etc.);

🔘 adult children with disabilities (Group I or II since childhood, or Group I), unmarried and living with parents;

🔘 dependent parents of either spouse, if they live with the family;

🔘 a man and woman living together without official marriage but with joint children;

🔘 persons living with and caring for a single person with a Group I disability;

🔘 a single person or minor child not included in another household.

📌 Students of higher and vocational education institutions (full-time or dual education) may apply independently, provided they live separately from their parents.
